Can an employer in California, forcing me to use vacation time, so my accrual can observe a new PTO cap?

My employer has changed cap on the PTO this year and ask me to take vacation time because I have many more hours accrued than the new limit allows. Is it legal? Is there such something like a "grandfather" clause in this case? Is it mandatory (legally) for me to use vacation time to comply with the new policy?

It I do not know.
