Yes, it has been done, but not necessarily delivering mail. GPS chips can be had for a few dollars now, along with a microchip controller aircraft can be launched, navigate it's way to the site and then do whatever, drop a payload, etc. It requires a fair amount of skill and knowledge of model aviation and custom software using a microcontroller, PIC series is popular. Basically the plane makes slow turns reacts to position, but ultimately there will be, although the pattern is a bit zig zag dependent on many variables. Group I cut the engine and deployed a parachute at the destination, then the landing would have been too difficult for existing technology (at a hobby level anyway)
